PV Phoenix Restaurants: What's Open at Paradise Valley Mall

October 15, 2026

Stand on the patio bar at Blanco Reserva Cocina + Cantina with a frozen paloma, and you're looking at grass. Three acres of it, with Harry & Izzy's at the northeast corner and a schedule of live music and events. This corner of Cactus Road and Tatum Boulevard used to be the Paradise Valley Mall.

The redevelopment goes by "PV." It covers more than 100 acres of north Phoenix, with local and national restaurants, shops, office space and apartments. Its two full-service dining rooms sit on the edge of the park, and this fall's free concert series is scheduled there. That's why the park's late-September closure for reseeding matters as much as any store opening.

The Lawn Is the Organizing Idea

Phoenix New Times describes the park as a greenspace with live music and events, with Blanco along its west edge and Harry & Izzy's on its northeast corner. Blanco Reserva is restaurateur Sam Fox's upscale version of his Blanco concept. It adds a raw bar, ahi tuna tacos and sangria-braised short rib to the familiar cheese crisps and chimichangas, and its bar looks straight out over the park.

The operators who chose this site talked about it as a crossroads. Lauren Bailey, co-founder and CEO of Upward Projects, the Phoenix group behind Postino, Joyride and Windsor, called the location "like Main and Main" when Federal Pizza signed on, as New Times reported. The PV Federal Pizza runs 4,000 square feet with indoor and outdoor seating, plus a bottle shop and takeout lounge that also serves Churn ice cream.

PV's first restaurants opened in fall 2024. By April 2026, 11 restaurants and shops were open, according to New Times.

What Opened in 2026

Four openings this year changed how much time you can spend here.

Mission BBQ opened March 18 at 4518 E. Cactus Road. It's the Maryland chain's first Arizona location, serving brisket, pulled pork, turkey, baby back ribs and salmon.

Velvet Taco opened in March at 12646 N. Tatum Blvd., #105, the Dallas-born brand's second Arizona location. The counter-service room is hot pink and seats 46, with 20 more seats on the patio.

Life Time opened its 91,000-square-foot club at 12800 N. Tatum Boulevard on April 30, 2026, according to the company's announcement.

Then came the opening that finished the park's northeast corner. Harry & Izzy's opened at 12770 N. Tatum Blvd. on Wednesday, Aug. 26, its first location outside Indiana, the Paradise Valley Independent reported. The 8,300-square-foot restaurant serves steaks, seafood, sandwiches and cocktails, along with the St. Elmo Shrimp Cocktail it borrows from its sister restaurant, St. Elmo Steak House, an Indianapolis institution since 1902. CEO Craig Huse told New Times the place is "a blend of grill and steakhouse."

Harry & Izzy's opening means two full-service dining rooms now face the lawn from opposite sides. Before August, Blanco Reserva had that view to itself.

The Rest of PV, Already Open

The places that have been open longer fill out an evening. According to the PV lineup New Times published in April, these are the regulars:

  • Wren House Brewing Co., 12650 N. Tatum Blvd., #106. Cask ales in a space co-founder Drew Pool described as "Arizona meets English pub," with salads and pizzas delivered to the taproom by Trevor's Liquor.
  • Trevor's Liquor, 12820 N. Tatum Blvd. A 14,000-square-foot space in the former Sears Auto Center with a full bar, pizzeria, golf simulator, cigar lounge and a dog-friendly patio.
  • Flower Child, 12640 N. Tatum Blvd. PV's first tenant, with bowls, salads and wraps built for vegan, vegetarian and gluten-free diets.
  • Frost Gelato, 4568 E. Cactus Road. The Tucson-founded shop's fifth Valley location, led by Italian chef Nazario Melchionda.
  • Hawaiian Bros. Island Grill, 4520 E. Cactus Road, and The Melt, 12650 N. Tatum Blvd., #100.
  • Whole Foods Market, 12500 N. Tatum Blvd. More than 50,000 square feet, replacing the smaller store that sat near Shea and Tatum for 22 years.

PV's own directory, updated Sept. 28, 2026, lists The Melt, Sephora and Skin Spirit as open and Life Time as "Now Open."

What's Still a "Coming Soon" Sign

This is where the April roundups have gone out of date. Four restaurants were still on the way in spring. Harry & Izzy's has opened. Here's where the other three stand in mid-October 2026, along with Hudson House, which PV's directory has since added as coming soon:

Business Address Latest public timing Status in PV's Sept. 28 directory
Too Sweet Cakes 4568 E. Cactus Road "This October," per the Phoenix Independent Coming Soon
Cala 4596 E. Cactus Road, #105 2026 per New Times in April; late 2027 per KTAR; no date per ABC15 Coming Soon
The Vig 12780 N. Tatum Blvd. 2026, per New Times in April Coming Soon
Hudson House Not listed No date announced Coming Soon

Too Sweet Cakes is the closest. The Phoenix Independent reported that owner Shelbi Geyer's bakery will open "this October" at 4568 E. Cactus Road. The bakery is best known for croissant-doughnut hybrids. New Times described the planned 1,700-square-foot shop as having a walk-up coffee window and a counter where customers can watch cakes being decorated. No opening day had been announced as of the directory's late-September update.

Cala's timeline varies by outlet. Cala is the upscale Mediterranean restaurant from Clive Collective, whose first location is inside Senna House Hotel Scottsdale. New Times listed the 6,500-square-foot PV location for 2026. ABC15 reported in mid-April that no date had been set, and KTAR said late 2027 later that month. The Vig, the Arcadia tavern that started in 2006, plans its PV location around a patio with a semi-private desert garden. PV's directory describes Hudson House as East Coast comfort food known for oysters and a signature cheeseburger.

Beyond the restaurants, KTAR's April report on new tenants listed Next Health and WeWhiten for late 2026 and Helios Pilates, Escapology and Culinary Gangster for 2027. OBON was announced without a date. The Vig, Cala and Hudson House are all sit-down restaurants. When they open, PV's restaurant mix will lean further toward long dinners and away from quick counter-service stops.

The Fall Calendar Runs Through the Park

The late-September directory listed The Park at PV, sponsored by Visit Phoenix, as "Temporarily Closed for Reseeding." PV's holiday concerts are booked on that lawn. Here's what's on the calendar:

  1. Boo Bash, Friday, Oct. 30, 5 to 8:30 p.m., at 12740 N. Tatum Blvd. Tenant trick-or-treating runs 5 to 6 p.m., followed by an outdoor screening of Hocus Pocus from 6:30 to 8:30 p.m.
  2. Heroes & Hounds, Saturday, Nov. 14, noon to 3 p.m. PV's events feed lists K9 and search-and-rescue demonstrations, fire and police vehicles, and family activities.
  3. Music in the Park, free, 5 to 7 p.m. at The Park at PV, 12750 N. Tatum Blvd. Visit Phoenix lists The Chadwicks on Nov. 28, Dirty Yachtin' Scoundrels on Dec. 5, the BANGERS! Piano Show on Dec. 12 and Rock Lobster on Dec. 19.

One date conflicts. PV's Eventbrite listing puts The Chadwicks on Nov. 14, which would share a Saturday with Heroes & Hounds, while Visit Phoenix says Nov. 28. The other three band dates match across both listings. As of the late-September sources, no tree lighting or holiday market had been announced.

The music runs 5 to 7 p.m., early enough to leave time for a reservation. You could catch Rock Lobster on Dec. 19 and walk to dinner at Harry & Izzy's or Blanco Reserva, both on the edge of the same lawn. If you'd rather keep it casual, Wren House and Trevor's are a short walk away.

In PV's Sept. 28 directory, the park was the only listing marked closed. The concert series scheduled there runs through Dec. 19.

If you live near Tatum and Cactus, you've seen this corner change from one season to the next, and the same goes for what nearby homes are worth.
